Ranked: Britain's Offshore Wind PPAs Since 2023, Where Amazon Holds Two

Amazon has agreed to buy power from East Anglia 3, the 1.4 GW offshore wind farm Iberdrola is building off the Suffolk coast. Two months earlier it had added to its position in Moray West in Scotland. UK offshore wind rarely signs corporate power contracts at all. Line up the ones that exist and one buyer keeps appearing.

Key takeaways

  • Iberdrola signed a power purchase agreement with Amazon, announced on 20 March 2024, for 159 MW from the East Anglia 3 offshore wind farm in the UK, with expected output of 534.65 GWh a year.
  • East Anglia 3 is a 1,400 MW offshore wind farm 69 km off the coast of Suffolk, using 95 Siemens Gamesa 14.7 MW turbines, with offshore construction due to begin in 2024 and full operation expected in 2026.
  • Before the East Anglia 3 contract, Amazon had signed three PPAs with Iberdrola totalling 451.4 MW, including a 98.4 MW contract in February 2024 for the repowered Leaning Juniper IIA wind farm in Oregon.
  • Enerdatics records five offshore wind PPAs in the United Kingdom announced between January 2023 and June 2025, two of which were signed by Amazon: 159 MW from East Anglia 3 and 123 MW from Moray West.
  • The East Anglia 3 PPA covers about 11 percent of the wind farm's capacity, and its duration and price have not been disclosed.

Why are corporate PPAs so rare in UK offshore wind?

Because most UK offshore wind farms already have a buyer for their revenue risk: the government. The UK supports offshore wind through contracts for difference, which pay the generator the gap between a fixed strike price and the market price, and claw money back when the market is higher. A project with that support has less need for a corporate contract.

Corporate PPAs still have a role. A project can sell power from capacity outside its government contract, or sell the green attributes of its output to a buyer that needs to show it is using renewable electricity. For a buyer like Amazon, a contract with a named UK wind farm provides evidence for its own clean energy commitments that market-wide certificates do not. Leap records that the East Anglia 3 contract contributes to Amazon's goal of powering its operations with 100 percent renewable energy by 2025.

The result is a thin market. Enerdatics' data shows just five offshore wind PPAs in the United Kingdom announced between January 2023 and June 2025, and only four of them name a corporate buyer.

Ranked: how does Amazon's East Anglia 3 contract compare?

It is the largest corporate offshore wind contract in the UK set, and second overall. Ranked by capacity, the five records are:

  • Inch Cape, 540 MW, sold by ESB and Red Rock Renewables to SSE in September 2024 for 15 years.
  • East Anglia 3, 159 MW, sold by Iberdrola to Amazon in March 2024.
  • Moray West, 123 MW, sold by ENGIE to Amazon in January 2024.
  • London Array, 13.4 MW, sold by RWE to five co-operative retailers in April 2025 for 10 years.
  • London Array, capacity not disclosed, sold by RWE to Telehouse in March 2025 for 10 years.

The top contract is a utility buying from a project's owners, not a corporate deal. That leaves Amazon holding the two largest corporate offshore wind contracts in the UK over the period, with 282 MW between them. Every other corporate buyer in the set took a fraction of that.

What does 534.65 GWh a year say about East Anglia 3?

It points to a high expected output per megawatt. Capacity factor is the share of the maximum possible output a plant actually produces over a year. Running 159 MW for every hour of a year would produce about 1,393 GWh. Leap's expected 534.65 GWh is about 38 percent of that, a high figure for a plant that depends on the weather.

The turbines explain part of it. East Anglia 3 uses 95 Siemens Gamesa machines rated at 14.7 MW each. Larger rotors catch more wind at lower speeds and run for more hours at full output. The project is expected to generate enough electricity for the equivalent of 1.3 million British homes and to support more than 2,300 construction jobs and 100 long-term jobs.

East Anglia 3 is part of the 3.1 GW East Anglia Hub, which Leap records as expected to be the second largest offshore wind farm in the world. Amazon's 159 MW is about 11 percent of East Anglia 3 alone.

What does the deal signal for UK offshore wind buyers?

It signals that one technology buyer is willing to sign where few others do. Amazon's UK offshore position now spans two projects in different parts of the country. Its earlier contract for 350 MW of Moray West, plus the 123 MW added in January 2024, already made it the largest buyer of that wind farm's output, as our post on Amazon's second Moray West deal sets out.

For Iberdrola, the contract deepens a partnership that already spans wind farms in other countries. Leap records the East Anglia 3 PPA as expanding the global renewable energy partnership between the two companies, which had already reached 451.4 MW across three earlier contracts. The most recent of those, signed in February 2024, covers the 98.4 MW Leaning Juniper IIA wind farm in Gilliam County, Oregon, a repowering project with 40 turbines that extends the life of an existing site. A repeat buyer lowers the cost of selling each new project, because contract terms and credit checks are already familiar.

East Anglia 3 has since attracted capital as well as buyers. Masdar later took 50 percent of the project, a deal analysed in our post on the payment behind Masdar's East Anglia 3 stake. The open question is whether Amazon's contract terms, still undisclosed, set a template other UK corporate buyers follow, or whether Amazon remains almost alone in the market.
